How the public chatbot is constrained

The chatbot is an interface layer for public information and website navigation. It can explain eligibility, verification, donation use, privacy basics, and the launch roadmap.

It should not collect sensitive facts, draft pleadings, evaluate legal strategy, or tell someone what to file. Refusals are product requirements, not errors.

The safe version of natural-language navigation uses typed actions and an allowlist of site routes. The model may suggest a route, but the application decides what can actually be opened.
